Sizing goes by two measurements, chest girth at the widest part of the ribcage and back length from the base of the neck to the base of the tail. Weight is a poor guide because two dogs at the same weight can be shaped very differently. For a dog that falls between two sizes, the larger size is the safer pick.
Yes. The coat lays over the back and fastens underneath, so a harness already on the dog sits under it without a problem. The back opening lines up so the clip point stays reachable.
