Can it be used outside the car? +

It can be carried anywhere using the handle or shoulder strap, but it requires a 12V power source to cool or warm. Without power, it functions as an insulated container for a short period.

Can the mode be switched from cooling to warming immediately? +

No. Always switch the unit to OFF for at least 30 minutes before changing between cooling and warming modes. This protects the internal components.
