Does it keep rain off?

No, and that is intentional. The knitted weave lets water pass through rather than collecting on the surface. A solid waterproof cover holds heat underneath and forms pools that stretch or tear the fabric. This is a sun screen, not a rain cover.
How much cooler does the covered area feel?

Direct sun is filtered into dappled light, and rising hot air escapes through the weave instead of being trapped. The practical effect is a shaded area that feels noticeably more comfortable than standing in open sun, though it is not air conditioning and the surrounding air temperature stays the same.
What size is needed for a patio table?

A 3m x 3m covers a small four-seat table with modest overhang. A six-seat table with room to walk around it is better served by 4m x 5m or larger. Measuring the area to be covered and adding roughly a meter in each direction for tensioning and overhang gives a reliable figure.
Can it be left up all year?
